Long term continuous performance improvement is sustainable if and only if the manager understands the only real improvement is self improvement and is aggressively engaged in personal development. Having just recently became a boss I am fortunate to have employees who have been at the game longer than I and are hardworking and courteous. However, I spent a lot of years being in a position that the employees (I being one) were not any of that based largely upon an inept leadership so I have seen first hand how what you speak of plays out in real life.
